When you have the Starview box connected to the TV, the TV will convert the analogue audio signal from that to digital for you and output it over this optical connection.
You haven't said what model of TV you have, but it will probably have a digital optical audio output. Regardless, I am not recommending that you buy an analogue to digital convertor. The text on the white adaptor says its an ananlogue to digital convertor, but obviously you should check the full specifications of it on the website where you found the image. Since you are going from scart to phono that is probably why it didn't work. The one in the image you posted looks like a phono to scart adaptor. The scart convertor Andy gave you a link to has a switch that lets you use it as a scart to phono adaptor, or a phono to scart adaptor.
